Deliverable 2.3
This policy brief sheds light on how migration and skills-development policies as well as improved data collection may mutually benefit labour markets in the WB countries and the EU. It draws on new empirical insights from the GS4S working paper no. 1. In addition to being crucial for understanding the broader socioeconomic dynamics underpinning migration trends, these insights can also inform policies that mitigate the adverse effects of emigration from the WB, paving the way towards a common strategy for addressing skills, migration and development in the WB region and the EU.

This policy brief draws on the findings of Tverdostup et al. (2025) to examine Austrian firms’ responses to labour shortages through automation and migration. Like many European nations, Austria has been grappling with labour shortages over the past decade. These shortages have been influenced by demographic shifts, economic cycles and evolving industry demands. Understanding these trends is crucial for formulating effective policy responses, particularly in the realms of migration, education and automation, three policy domains central to our Horizon Europe project formulating a Global Strategy for Skills, Migration and Development (GS4S).

Europe is facing a looming skills crisis. Responding to these skills shortages will require a multipronged approach. Reforming and expanding training opportunities for workers across Europe and improving working conditions should be central elements. But labor migration will also need to be part of the response, given the shrinking of the European workforce and the time-sensitive nature of certain skills needs, which cannot be put on hold while training programs are designed and implemented.
This report explores the potential benefits of a more unified European approach to labor migration, challenges that have impeded past coordination efforts, and which actions should be top of the European Union’s to-do list.
